GTA IV PC Too Slow

Now, I have a type of obvious problem but I need some help, GTA IV on my pc is just too slow, my specs are Intel Celeron with basic video card and a processor with 1.6 ghz, any tips to help?

There are no tips. You cannot boost hardware, even more RAM wouldn't do it, as the BUS behind the RAM is only so fast!
