Hello ebhathiya,
The reason that the USB flash doesn't work on a USB 2 port could be the fact that the driver for the USB host controller is outdated. Do you have separate USB controllers for the USB 2.0 and USB 3.0 ports? If so, navigate to the Device manager and manually update the driver for the root hub controller.
You can do that either by entering in Properties on the device or by downloading the latest driver on the controller manufacturer's official website.
