How can I download Google Play Store?

System Configuration: Tizen / SamsungBrowser 1.1

Make a google account, and connect. It is a store (service), not an app (product)!

If you have a mobile phone then there may be by default Google play app but of you will not find then you can simply download the latest version of it form the google itself. I am not sure much about the laptop or the PC
