Can't open up start button on hp pc

Hello,

i downloaded a huge file and now everytime i try to open my pc the microsoft windows has stopped working pops upand then again the windows is restarting comes upnow and then and the same process keeps on going andam not even able to unstall that file i downloaded as not even the start button works? please help to fix it. Any experts please plz help me out
