Recover my gmail without my recovery phone number

Hello, I am trying to recover a gmail account that belongs to me. I have picked that clearly show who i am linked to the account through Picassa photos. I understand if i cannot prove through a recovery email or number it makes recovery impossible. However if i was to be able to prove my identity through a snap shot of my official issued state id and send it to Google, why can i not recover said email account?????
