Survey pops up and never goes away

Hello,
When I open up https://outlook.live.com/mail/#/inbox in IE 11 Version 11.0.9600.18792. I am unable to get rid of a popup that asks how likely I am to recommend outlook.com to a friend or colleague?? I don't receive this on any other website I go to or anything else on my computer at work or at home. The survey will not go off the screen and it doesn't allow me to click on any emails or do anything. Anyone ever seen this before?

Hi
When the pop-up occurs your should have an X top right hand corner to close the pop-up. If not, just answer yes or no.
