Toshiba laptop reset to factory settings

Hello,

I saw on a lot of the problem sites that if you hold down zero and switch laptop on it should come up for me to put back to factory settings but I've tries this and nothing happens just comes.back to reboot page

If the hard disk is dead then there is no ability to restore.
