How to correct corrupted jpg and mp4 files?

Hi all,
Does anyone know of a good bit of kit that can mend corrupt .jpg and .mp4 files? I have a few that seem empty, but I know they did work once. Failing that does anyone know how to open the files so I can read the header info and everything else and try changing a few things to get the pictures back? I assume data is in the file as it is taking up space
I really appreciate thank you messages as a payment for solving issues :o)

A folder may seem to be empty but never a file.
Corrupted files can rarely be mended, especially .jpeg and MP.3
Where are those files stored, on your computer or on a remote device?
What happens when you try to open them?
Check the file properties and tell us what it says.

when trying to open the file (which was stored on a dongle bur has been copied to my PC) the states that the file (yes file) appears to be empty.
This is an old issue and not worth bothering with now - I have given up on it.
