Storage capacity loss

Hello,
i purchased 1 gb mp3 player after formatting in windowsxp it is showing 118 mb only but that shop remain all players shows 1 gb and the shop keeper says it is formatted by wrong way hence it is showing less space and he demands some amount for re formatting to increase 1GB is it possible if possible please explain me how it is possible and what software requires
