Formatting is the clearing out of all data of an Hard Disk to install a fresh copy of Windows (note that you will loose all the data store on your Hard disk).
Re-installing Windows can mean a different thing.( repairing your actual Windows XP: http://ccm.net/faq/sujet 516 repairing windows xp using cd installation)
Steps to Reinstall Windows XP:
*First of all you should have a Windows XP CD with the license.
*Don't forget to back up your drivers and important data beforehand (on a DVD or a pendrive)
*Learn more about how to back up your driver:http://ccm.net/faq/sujet 1763 back up of your drivers with drivermax
*Once these step are done, turn off your PC and restart it. ( At this point the aim is to change the Boot device sequence. As you know normally when you turn on your PC it normally start on your hard disk, the aim is to change the first boot device and select your CD or DVD as primary boot device. Once this step is perform and you have change the boot sequence. restart your PC with the Windows XP CD in your drive. You should get a blue screen with 3 options:
1. To set up Windows XP now, Press Enter
2.To repair Windows Xp installation with the recovery console, press 'R'
3. The 3rd option allows you to exit set up.
* Press Enter to installed a fresh copy.
*From there you should have the choice of formatting your hard disk before installing a fresh copy of Windows, create partitions..etc..
*Follows the steps, its quite simple and after installation don't forget to reinstall your drivers.
