How to disable DualShock on-board Speaker and send audio to HDMI

Recently, I discovered that one of my DualShock®4 controllers has an on-board speaker that isn't working. I want to configure my PlayStation®4 OS to send all audio out of the HDMI I/O when nothing is plugged into the DualShock®4 on-board audio I/O port.
I want to know if there is a way to do this natively through the OS. If you have any suggestions, please link to, or write out your solutions.
I discovered that a game called Grand Theft Auto Five has a setting that allows me to disable the game's use of the on-board speaker. This is pretty much the only game I have for the PlayStation®4.
