Dell Inspiron 1545 starting problem

Hello,
Laptop is not starting, have tried with power off and removing battery then press the power key for 30 second. then connect the power cable and as soon as connect the jack .. fan started power on then after a beep sound it stop, and its all happening before pressing laptop power button.
Then if I press the power button fan started but no beep sound and all stopped after few second.

Please help.
