Can't Create a Facebook Account

I need help PLEASE.....I had to have my facebook account terminated, so I did....a week or so later I tried creating a new account, it asks me to upload a photo of myself, so I do, then it says my account has been disabled....What is going on? how can I create a account???

Obviously you previous account was not deleted just disabled. Facebook allows only one account person.

You must gain access to your account and delete it. To delete an account there is a 15 day waiting period.

okay, when I try to login with my account I had deleted this is message I see...the email you have entered doesen't match any account sign up for a account....the new account I tried creating when I try to log into it, this is message I get Account Disabled
Your account has been disabled. If you have any questions or concerns, you can visit our FAQ page here. if I try to sign up again with my account email address I had deleted it says I cant use it cause its been used...so it must not really be deleted yet???

Tell me the procedure you have followed to delete your first account.

I went under settings, I think it said delete account, I followed procedure, told me would take 14 days to do so, the 8th of this month it was deleted, but I still cannot use that email address to create new account they must still have it on there system....
