In column B the data range from A00-Z99
and I want to insert the number 001 in column A if B A00-A10 and 002 if columnB A11-A20

which function can I use to complete this task

This is really confusing, because you have a reference of:

B A00-A10

Is that a value of A00 in Cell B1, or what?
