Excel date conditions

I have to go in every 2 weeks to update a spreadsheet, based on whether the date in the row is current or in the past.
Is there a way to set it up so that once the date in the cell passes, that it doesn't need to be included in the formula?
or is that asking too much?
to simplify my question, i'm calculating how many vacation days employees have left in their "vacation banks". So once the vacation is paid out, i don't have to include it in the calculations.

This is the problem. The date will roll, every day. So are you going to open the same spreadsheet every day? When does the sheet get refreshed, by who?
