Goes to the desktop screen and freezes

Hey i have a frends computer that was given to him by an older couple that did not take care of the desktop. I have cleaned the inside as much as possible with out putting everything through an ultra sonic cleaning. But upon turning it on the log in screen for windows 10 comes up and i can log in but it goes to the desk top screen and freezes. You still can move around the curser but it wont load any apps, programs, or even the cmd prompt.
I guess im asking if this is going to be a problem with hardware or just the software.

Hi, it is hard to say since it might be both software and hardware problem. What I would first do in your case is cleaning the system with an antimalware scanner (in some cases, malicious applications do not allow the computer to work normally). Then, you should check if you haven't moved any components from their places while cleaning the inside of the computer.

not that i know of it was caked with dust inside

You have not answered my question, did it work before the cleaning or it froze to the desktop before the cleaning ?
How did you clean the dust away (procedure)?
What is the make and model of the machine ?
Is Windows 10 the original operating system or is this an upgrade ?

okay
1. its a custom built computer and i believe its the original os on it.
2. i used an air can on the hard to reach places and the fans i used a qtip to take the caked on dust.
3. before cleaning it did turn on but barely got to the bios screen and after the cleaning it i can access the log in screen but as soon as i log into the computer it will bring up the desk top but will not load anything else.

Looks like the os is corrupted, it could have happened after an incomplete update
