Press the Numlock key. Does it light up? If it doesn't, it is hung, and press and hold the power button! If it does light up/change, then press the windows key. Did the menu respond? No, it is hung. Yes? Post back!
"No try, only do."
You pressing the power button should have resulted in the PC shutting down. If it didn't, you didn't hold it down long enough!

it sometimes turns off
Does it hang every time it boots? If so, we need to know what make and model it is, so that we can see if BIOS will let you in.

yes it hangs model HP, intel pentium4 operating system windows XP professional 32bit
OK, press the power button, and keep hitting F10. DO NOT press and hold F10, but continuously press F10, on and off, until it beeps. Once it beeps, stop. Let us know if it boots to BIOS!

It a appears like column of languages bounded by blue margin
Perfect. That is the BIOS screen. Now, cancel out and not save. Now, do the same thing, but this time, hit F8 until it boots. If a menu comes up, select SAFE MODE WITH NETWORKING.

I selected safe mode with networking and it loaded and just restarted with the same problem
If it won't load into safe mode, I am at the end of the troubleshooting road! Try cntrl-alt-delete again, and if it doesn't respond, that is it. Time for a new Hardware, and OS. Do you remember how much free space you had on your drive? You could boot that behind another OS, and clean, and see if that make a diff! If you don't know what I am talking about, it is time for a NEW machine! Post back if it responds to the last command!
