DVD-R and DVD+R disks not working

Hello, I've had these dvds for more than 10 years and they have a lot of home videos on them. They played fine on an old dvd player we had probably 5 years ago but ever since it broke the disks wouldn't work on anything else. I've tried them on my computers and other dvd players but they couldn't play them. Since the disks themselves are old, they have a good amount of scratches on them. Do I need to find a certain dvd player that is compatible with DVD-R and DVD+R disks or are the disks most likely too damaged? If damaged, is there a way I could get them fixed? Thank you!

Clean the disc with a mild soap and warm water. ...
Dry the disc with a lint-free cloth.
Squeeze toothpaste on the disc.
Rub the toothpaste on the disc in a straight motion (not in a circular motion) from the center to the outer edges.
Wash off the toothpaste and dry the disc
