PC won't start up, can't access BIOS

Hello,
I just turned on my computer and it just immediately froze and won't start up. I can't even access the bios or anything like that.
I have turned it on and off and plugged it in and out (this worked last time this happened) but now none of this is working and I just don't know what to do.
I'm posting a photo of what is it stuck on. (usually there is a turning little pinwheel underneath the logos when it starts up but it isn't there)

If you need to know more about the computer feel free to ask.

Okay not sure what happened but I just kept pressing the restart button on my PC tower and now it is working and has started up.
I have a feeling next time I start it up again it will act up so if anyone knows how to prevent this for next time or what went wrong please let me know, thank you

Defragmenting your hard disk on regular basis may prevent this from happening again.
