Unable to receive my Facebook recovery code

It started with my cell phones being stolen when I try to log into Facebook using a different phone it said that I needed to receive the SMS code I didn't have access to that in my cup I went and got a new phone same number but the SMS is are not coming in when I try to reset the password it will let me do so cuz then it'll say that they have sent a code to my phone I cannot login I have tried everything I have sent my ID myself in person how can I get back into my account?

If your account is temporarily disabled, there are a few ways to confirm your identity to recover it. See this article to find out more. However, if you can not receive the SMS code, Facebook will also allow you to verify your account via your friends.
