Safe mode? What operating system is this? Where are the directions for the first suggestion? How to boot into safe mode? That would be the first "TEST", right? Especially since step 2 is not really a troubleshooting step, and step three is to restore the system? Wouldn't you want to run SFC before restoring the system? Then, how is one to install windows? We don't even know what OS this is, but go ahead and click the link everyone!

Try loging on in Safe Mode or VGA Mode and once logged in, see which option works:
1. update the graphics drivers.
2. change video port to monitor
3. Restore the System
4. Run SFC /Scannow
5. Repair install Windows
