How can I connect two VPN servers across the globe,with one being a proxy to www

I will be moving overseas soon and would like to have access to internet features and services available only in the USA where my family / home will be. To do this, I would like to set up 2 VPN servers
VPN Server 1: located in my overseas home where I will live. Allows me to route traffic directly using VPN to Server 2
VPN Server 2: located in my US home. Acts as a proxy, routes incoming traffic from Server 1 to the public internet and back to Server 1

Basic network flow:
[Overseas Server 1] ---> [USA Server 2] ---> [Public Internet] ---> [USA Server 2] ---> [Overseas Server 1]

Any thoughts on how I can accomplish this?

Sounds to me like you got this. You are going to need firewalls on both machines as well as a NAT server to translate the public IP to you local Private. I would suggest you hire a professional services group to assist you. This is a complex solution for a free technical forum.
