PANASONIC TV - PICTURE BREAKING UP

About 6 months ago the picture was continually breaking up with scratching/squawking noises.
The problem was diagnosed as water ingress into the old existing aerial.
A new aerial was fitted and everything has been ok - up to a couple of weeks ago.
When I first turn on the TV the picture again breaks up - with squawking noises.
However, it then settles down with no problems - until the next time it is turned on!
If this is an aerial problem why does it only occur each time the set is switched on - and then stop?
Is it a fault in the TV itself?
