Can't connect to Internet after reboot

Hello,
My girlfriend has a similar problem. When she turns the computer on she cannot connect to the Internet. However, if she turns the PC back off and turns the router off and turns the modem off and then turns them on in the order they come into the house (moden, router, PC) she is then able to connect to the internet. I told her to just leave the PC on, but she lives at home and her dad won't allow that. Because of this problem, he chooses to remove the router from the configuration, but then my girlfriend cannot use her laptop. There has got to be some setting somewhere that can be set that will allow the connection to be made once the PC is turned back on, without having to turn everything off and back on, right?

Forgot to mention, the desktop is XP SP2.
