If you're trying to recover your account but you obtain the "Uh-Oh" message, clear your browser's cache and cookies, then try again. Here are the recovery steps for Yahoo.

yahoo mail say we cannot your account online because there are no other options on file for your account

Unfortunately, if you haven't registered any recovery methods such as an alternate email or phone number, recovery is impossible. You need to create a new account.
