Ulead PhotoImpact free for PC, is it really free?

Mistakenly I refreshed my windows 8 laptop and it wiped my computer clean. I had photo impact but it is now gone. Is the photoimpact free download a trial and if so for how long. I love to edit my photos and would like to do it again. Thank you
