Hi,
Yes, you can upgrade it with the DDR3L model. It will work normally just like your current DDR3 RAM. DDR3L is compatible with DDR3 slots by design and supports dual-voltages at 1.5V and 1.35V.
If your PC was DDR3L built-in for example, then inserting a DDR3 RAM isn't possible, because it only provides a single voltage at 1.5V, so the PC won't be able to boot.

There is only one 8GB DDR3 (not DD3L) RAM stick available online here right now. It has PC3L-12800S as opposed to the original PC3-12800S that came with my Toshiba Satellite C850-B883 laptop.
If I use that (PC3L-12800S) to upgrade my laptop, what effect, positive or negative, would it have on the laptop's performance?

There won't be much difference for your laptop's performance. The PC3L RAM stick will exclusively operate at 1.5V and it will never use the lower voltage at 1.35V as your laptop is DDR3 built-in. It will work the same way as the PC3.

Would the laptop's performance slow down a bit if I used DDR3L? Or would there be no difference?

The performance should remain the same. Just make sure the DDR3L RAM is having the same frequency (MHz) as the current one.
