Everything pops up in wordpad?

Hello,
everytime a tey to download anything on my computer it says it does not have the language it needs and it has where you can click english and i click it and then some other stuff comes up but it won't let me download and all the programs on my computer are not the little picture icon's they used to be they are pictures of little note books with a little pin and everytime i try to open a program it pop's up in word pad and all it is, is weird little simbols can you please help me fix this!!!
