How to setup a network

Hello,
i would like to know how to setup the network on my iphone mini for t-mobile in NEWYORK i try everything and nothing happens it dnt connect to the network it asks for mcc/mnc number i put the number it gave me which is 310260...... and i changed the phone settings to ny time, and date sooo if u can help solve me problem just email me thanks
