hi there,
Start GTA IV
Press alt+ctrl+del, to see standart "task manager".
Find GTAIV.exe in list and make sure it utilizes 100% of CPU (50% on dual core)
Start processexp.exe (Sysinternals Process Explorer)
Find process GTAIV.exe and right-click
Select "Properties"
Open "Threads" tab
Select xlive thread which consumes all the CPU time, and click kill
Restore your game and enjoy
