Hi I personally would recommend you build the website in the Joomla CMS. Its been voted in the top CMS along with Wordpress. Its free, and it comes with many seo extensions. It also comes with a great forum addon called Kunena which is also free. Its very popular and user-friendly. I installed it on my college and high school jobs and video sharing community site for about 5 months now. You can view it at the url: https://teenclassifieds.net/ and decide for yourself.
