Ok, if you put that into google it will come up with a lot of instances of this happening.
Restriction: Disalowed program/drive [80251]
it suggests that you may have a rootkit trojan/virus on your system.
apparently this is not being picked up by the majority of av programs. and they all suggest a rootkit scanner of one sort or another.
