Gta4 freakin slow!

Hello,
my pc specs r...intel core 2 duo 2.66 4 gig ram asus nvidia 9500 gt 512mb dd3 320gb hdd...

i ran my gta 4 few months ago and it was pretty smooth then i formated my machine and it runs very slow for this game... y is this? can any1 help?

after formatting

you need to install all drivers

and an update is required
