Try sending and receiving files from another mobile through the bluetooth application.
If it doesn't work, then it would imply that the bluetooth application of your mobile phone is not working properly
and hence you will have to use another bluetooth application.
Yet if it works properly, try reconfiguring the bluetooth setting available on your PC.
This will hence solve your problem.
