I can't see Exchage feature on user property

hi guys,
we have a domain and exchange server. when my co-worker create user a/c, it ask to create mail account. there is no problem on our servers. but when i try to create a user a/c, it doesn't ask me for mail option. i only can create domain user and i can't see exchager feature on user account property. plzzzzz i need a help
