If you know who has done it, just contact him/her in order to get back your account. Well, you should
file a legal case against the person if you are unable to do anything or you don't know who the person
is at all. The Cyber Crime Unit will carry on the investigation and if the account is being used, they will
successfully trace that individual and hence solve your problem.
