This is usually caused by a bad modem but could be a driver issue. Uninstall the modem and then reinstall. Perform a modem query and see if the modem responds by going to control panel click on the phone and modem options then click the modems tab - find your modem on the list and double click - this should open the modem properties - click on the diagnostics tab - click the query modem button
