Problem formatting pendrive

Hello,
i bought a pen drive capacity 4 gb. but recently i am having formatting the drive. the message that is flashed to me when i try formatting it is , the disk is write protected. the file systm has changed to RAW. i tried formatting it through administrative tools but the message flashed to me was the operation did not complete because the media is write protected. my operating system is windows xp pro server 2. Please suggest an effective solution .

hi there,

if its write protected then you must remove the write protection first

i followed the instructions as provided to me as:
[ HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\StorageDevicePolicies
Double click the key WriteProtect in the right pane and set the value to 0
In the Value Data Box and press OK button
Exit Registry, restart your computer and then again re-connect your USB pen drive on your computer.]

but after reaching to control i cannot find the option storage device policies. So what do i do now.
Also the file system of my pen drive has somehow changed to raw.
