Accessing messenger with dailing up rules

Hello,
I was been accessing the internet good and use yahoo messenger, windows live messenger, outlook and other some programs...
and when I enter to: control panel \ hardware & sound \ Phone & Modem options and add an Dailing Up rule...
after that I can't use any of the programs listed up... & when to diagnose the problem using vista it says the the problem of the IP...
and when I tried to delete the dialing rule I failed to do that...
that when I make the first & only rule I can delete it in vista...
so what to do...
