Computer won't start (not even safe mode) Closed

Question

Hello, my computer doesn't want to start I tried on safe mode and it won't do it that way either. It only gets to the Windows XP screen then it just restarts. What can I do?

Please access to the System Tools and carry out a 

system restore to fix up the problem. If ever you are 

unable to access to the OS, please carry out the below

tasks to fix the problem:

My pc is in safe mode, not sure how that happend!!. When I log on I am unable to go any further,, I am useing a lap top to write this, please help..
