RPC DONT START?

Hello, um hi i have a toshiba laptop in which one day it suddenly go wrong. one day i just notice that some program stop working. im unable to drag file around. my internet wont work. system restore stop working. my recovery disk wont work. cant install program.

I did a little research on the web and found out a little info. it seen that my RPC status is not start. so i right click it and click start it but came up a message saying (Could not start RPC service on local computer error 5: access is denied) and my question is how do i fix the Error 5:access is denied.

MY LAPTOP: window xp home
Ram: 1.4GB
Toshiba

Any info would help
