Computer Freezes Once Desktop Picture Loads

Hello,
I have a PC with windows xp, and when we start the computer up it freezes once it loads the desktop. I can't click anything except control, alt, delete. When I shut it down and reboot, it won't even let me start up in safe mode, it goes straight back to the desktop and freezes again. And I even have an updated Norton's running..
Any suggestions?

Problem is, I can't even click the start button once it has been turned on, no right clicking, nothing works except control-alt-delete
