Blank Cells should be updated

Hello All,

I need an Excel Formula that should not allow the user to save a excel file until the information been updated in the cells.
For example: From ("B2:B22") all information need to update if one cell has blank it should through a pop-up message and also the save button need to be disable untill all the infromation provide.
