Gta4 is too slow

Hello,
my gta 4 gameis installed and it works but when i play the graphics arent that g reat and the driving , walking, and basically all the gameplay is very slow and lagging. Also when i try to change the specs to increse the resolution or w.e it doesnt work? can anyone help me

please give your system specifications

do you have at least the minimum requirements to play the game?

please give more information
