Dead Dell inspiron 4000Closed

Hello,
Anyone solved the following problem with a dell inspiron 4000 or might have a idéa what's wrong?

The notebook won't start at all. The charger works fine.
No LED´s lights up when connecting the charger, no disk sound, unlit charge led on notebook.
When measuring the voltage on battery terminals inside ( not on battery itself ) the notebook there are 
5 volt and 14 volts. When pressing the test button on the battery nothing lits up.

So, notebook wont start with or without battery, and battery don't get charged. 
Better put it in Recycle bin?

Dear Sir,

If you have confirmed that the problem is not coming from the charger, this will definitely mean that the problem is coming from wither a faulty battery or still the power supply unit is messing up. Please check these two components too. If you don't have the specific apparatus to check whether these are working properly, please simply send it to a computer technician for checking the source of the trouble.
