New System Ram-Motherboard promblem

Hello,
I built a new pc yesterday, everything looked fine until i booted the system the light just turned on for a couple of seconds and then off and so on, i took out one of the rams which is a 2GB ddr3 1600 chip from the board and the bios worked, so i thought i had a DOA Ram but i took the first one out and put the one that i thought was Dead in and that one worked as well, so both ram sticks are fine and the board accepts them individually but not both together in the same colored slot. Any Idea's Why? i'm thinking that i don't have enough power the supply is one that came with the case and has only 450W. i installed Vista on the system and it works like a charm but can't get both rams to work together.
my motherboard is a gigabyte p45.
