Wont power up

Hello,
during a system restore and my cord was unplugged accidentally now the memory on there is lees than the memory for the computer so i canot get the computer to power up. it will not get pass the dell screen before it shuts down and restarts again. it does that over and over again. what should i do?

You mean the system is in a restrt loop?please give more information.
