This sounds like the PC is just going into "sleep mode" and not completely shutting off. I will give you the options for VISTA - You can change the power settings by to to the Control Panel - Power Options. Click on "choose what the power buttons do" in the left panel. change "when I press the power button" to "shut down" it is probably currently set to "sleep".
