decent framerates on gta4 Closed

Hello,
My system is a Core2 duo E4600 2.4ghz, 2gb 667mhz ram, GTS 250 1gb, WD 640HDD, windows 7 ultimate 32 bit. My query is how come I don't get a descent fps on gta4, only 22fps at 1360 x 768, it's quite frustrating coz I did  lowering the resolution and even ditching all setting to low still I only get an average of 28fps. Please help me what do I need to do?
