No power @ keyboard, mouse and usb ports

Hello, guys!

i have a problem with my other pc. every time i boot up my computer it always hangs up & says checksum error - defaults loaded press f1 to continue or del to enter to cmos. but when i press either f1 of del keys there's no reponse from the pc. i've tried installing a usb type keyboard and optical mouse but still there no response. i've notice that there is to light comming out from the keyboard led and mouse even if i plug-in the usb type keyboard and mouse.

is there still a way for me to fix this problem? thanks!
